NHCSL’s Executive Committee Convened in Washington, D.C. to Address Ongoing Policy Challenges and Engage with Congress and Partners

WASHINGTON, DC — The National Hispanic Caucus of State Legislators (NHCSL) held its 2025 Spring Meeting Executive Committee and BBA Meeting in Washington, D.C, where Hispanic state legislators from across the country met to unite around shared values, confront the pressing challenges facing our families and communities, and advance solutions through dynamic policy sessions, strategic dialogue, and the passage of an emergency resolution.
This convening was especially significant, as many policies have shifted under the new Congress and administration that began earlier this year. By gathering in our nation’s capital, NHCSL members were able to share perspectives and work to uphold a more inclusive legislative agenda that reinforces the vital role of Latino leadership.
This message of bipartisan unity and solidarity was powerfully elevated with a special reception hosted by the Spanish Embassy at the residence of Ambassador Ángeles Moreno. There, the Chair of the Congressional Hispanic Caucus Rep. Adriano Espaillat (NY), and the Congressional Friends of Spain Caucus Co-Chairs Resident Commissioner Pablo Hernandez (PR) and Rep. Carlos Gimenez (FL), joined NHCSL President Rep. Angela Romero (UT) in support of cooperation and collaboration to continue supporting the diverse character of the Hispanic communities and to establish a common road forward.
Furthermore, Senators Andy Kim (NJ) and Ben Ray Luján (NM) addressed our Executive Committee in a congressional engagement meeting held in the Capitol building, where they reflected on common challenges, and the importance of elected officials supporting each other at all levels of government for a more efficient legislative representation of our communities.
The following day featured five policy sessions addressing key issues and recent developments. Kathleen Bush-Joseph of the Migration Policy Institute led a comprehensive deep dive into recent immigration policy changes. Alex Horowitz of Pew Charitable Trusts and Jenna Hamilton of Leading Builders of America discussed challenges and opportunities in home and condo construction—an essential component in alleviating the nationwide housing crisis. AT&T, one of NHCSL’s hosts and partners, joined Rep. Adam Zabner (IA) to provide an update on the future of the BEAD program. Dr. Karen Mancera-Cuevas of the National Health Council and Dr. Rafael Saenz, the new Executive Director of the National Hispanic Medical Association, examined cardiovascular disease in Hispanic communities. Finally, Ashley Quintana and Jennifer Hanley from Meta, joined by mom and influencer Ana Sol Romero, presented their approach to fostering a safer online environment for teens.
Additionally, during this meeting, the Executive Committee approved Emergency Res. 2025-02 Tariffs Are Not “Worth It”, and moved for consideration of the Caucus other resolutions at large that address rental fees, and addressing cancer disparities in the Hispanic/Latino Community.
The National Hispanic Caucus of State Legislators Executive Committee will reconvene from August 3rd to August 6th for its Summer Meeting in Boston, Massachusetts during NCSL's Summit.
