NHCSL Approves Broad Slate Resolutions for 2025 Across Key Policy Areas

Washington, D.C. – The National Hispanic Caucus of State Legislators (NHCSL) held its Annual Meeting in Oklahoma City, to consider and ratify the resolutions presented by members and the organization’s national policy task forces throughout the year to its Executive Committee.
For 2025, the Caucus ratified eighteen resolutions, in addition to two emergency resolutions adopted earlier in the year. The Healthcare Task Force put forward seven resolutions; the Education, Government, Social Justice and Taxation, and the Military and Veteran Affairs Task Forces presented two resolutions each; and the Immigration, Broadband and Technology, Environment, and Housing Task Forces submitted one resolution each.
Some of the resolutions adopted are:
- 2025-01 - Rental Fee Transparency and Fairness, sponsored by Sen. Cristina Castro (IL), Rep. Rosalba Domínguez (UT), Sen. Leo Jaramillo (NM), Rep. Carlos González (MA), Rep. Tara Luján (NM), Sen. Cindy Nava (NM), Rep. Geraldo Reyes (CT), Rep. Angela Romero (CT), Sen. Nilsa Cruz-Pérez (NJ) and Rep. Leonela Félix (RI).
- 2025-03 - Addressing Cancer Disparities in the Hispanic/Latino Community, sponsored by Sen. Rebecca Saldaña (WA).
- 2025-05 - A Safe and Welcoming Learning Environment Free from the Threat of Immigration Raids and Violent Detention, Sponsored by Sen. Dunixi Guereca (NE) and Rep. Diana Gonzales Worthen (AR).
- 2025-09 - Restore Fort Cavazos, sponsored by Sen. Nilsa Cruz Pérez (NJ), Del. Aijalon Cordoza (VA), Rep. Terry Meza (TX) and Rep. Annie Menz (OK).
- 2025-12 - Hispanic Peoples and the Spanish Language Are Integral to American History, sponsored by Rep. Angela Romero (UT), Rep. Juan Candelaria (CT), Rep. Lillian Ortiz-Self (WA), Del. Joseline Peña Melnyk (MD), Rep. Adam Zabner (IA), Rep. José Pérez Cordero (PR), Asmbr. Yudelka Tapia (NY) and Sen. Leo Jaramillo (NM).
- 2025-14 – Universal No-Cost Childcare, sponsored by Sen. Antonio Maestas (NM), Rep. Javier Martinez (NM), Asmbr. Jessica González-Rojas (NY) and Sen. Gustavo Rivera (NY).
- 2025-16 - Out of the Shadows, Into Dignity Supporting Enactment of The Dignity Act by this 119th Congress, to Advance Comprehensive Immigration Reform, Sponsored by Rep. Angela Martínez (KS).
- 2025-18 - Ensuring Existing Protections for No-cost Preventive Services, sponsored by Del. Joseline Peña-Melnyk (MD)

At a time when effective governance is urgently needed, these resolutions reflect rigorous analysis, bipartisan collaboration, and a deep commitment to equity and opportunity. They demonstrate what accountable, forward-looking policymaking should be, and we are confident that state legislatures across the country will champion them in the upcoming 2026 legislative session,” said Kenneth Romero, Executive Director of NHCSL.
